* Content should display some original offerings unique to that site not just links only and
  should provide some functional purpose to the visiting patron. The more unique the type
  of content the higher the site will grade. The Internet was designed as a source of true
  information and resource and award winning sites will also exhibit those qualities.

* The nominated site should not be just an advertisement billboard for business services
  without function regardless of the design technology employed. The site should be 
  open to public viewing without the need for elaborate plug-ins not used by the average
  Internet user. If the site is designed in Flash3 or Shockwave for example the plug-in
  should be made available right from the site intro page or an optional site should be
  offered that does not require any plug-in. Truly professional design sites provide such
  options because they know that the average visitor draws his or her interest in the
  web site during the first 2 to 3 minutes. Few people will wait 5 to 10 minutes for any
  plug-in to load that they have little need of beyond that or a few other select sites.

* Excessive use of advertisement banners is not acceptable. Display them tastefully. We
  understand the application of advertising. Almost all major sites have advertising programs
  and maintain the banners or buttons in a professional manner. Pages with 5 to 8 banners
  running down the center without design consideration will be eliminated.

* No pornography, profanity, nudity, racism or violence will be accepted without exception.
